Technically, the CSSI contracts are between the prime vendor and the procuring agency. Since we are not the prime contractor we can not provide you a quote referencing the CSSI contract. But the CSSI contracts have a clause that offers a few options:
Option 1: If you anticipate your order being less than $100,000.00, you should request the same products (brands and models) from two certified small businesses. These are "open market" orders and are done under your normal IT delegation. This option is also referred to as the "Off-Ramp" program. Remember, these orders are NOT CSSI contract orders. You do not incurr the DGS CSSI fee which can be a sizable charge against your IT purchase budget. Also the orders qualify 100% to your small business participation goals. Option 2: For any size order (over the CSSI minimum), the purchase order is made out to the CSSI Prime contractor, and a small business subcontracting partner of the Prime CSSI Contractor can be referenced in the body of the order. You will only get no more than 25% of the order allocated to your small business participation. Plus your IT budget still gets hit with the DGS CSSI fee and the 2.48 DGS Contract fees.
