The CA Strategic Sourcing Initiative (CSSI) was designed to save California Government Agencies a lot of money in specific product category procurements. The CA Department of General Services (DGS) identified several categories and issued multi-year contracts to winning bidders. The Department has mandated most State Agencies to use the contracts (see MM 05-11). Using these contracts incurs additional costs billed directly to your agency in addition to the purchase order for the products :

1. All Agencies using CSSI contracts automatically get charged a 2.48% fee by DGS.
2. The out of state contractor that participated in helping DGS through this process gets a fee that is charged to the state agencies that use the contracts. The "savings" fee varies by contract and product catagory. 

So depending on which contract and what product you are purchasing, a bill from DGS will follow your purchases. Here are the added charges:
