Off-Ramp is the term the CA Dept. of General Services uses when CA State Agencies purchase the same products from the CSSI contracts from a non CSSI prime contractor. CA State Agencies are mandated to meet certain small and disabled veteran business procurement goals. With many of the CSSI contracts held by non qualifying enterprises, CA State Agencies are caught in conflicting mandates. Therefore, the CSSI contracts were written to provide for a balance in DGS objectives: buy standardized equipment and meet SBE/DVBE participation goals. The CSSI contracts provide for CA State Agencies to request 2 bids from certified small businesses on all orders of less than $100,000.00. The bids must be for the same brands and models as those of CSSI contracts. The procurement is done through normal purchase delegation and not through the CSSI contract. Because these procurements are not through the CSSI contracts, they are called Off-Ramp. These standard procurements also do not incurr additional DGS/CSSI back end fees.
